WHERE WE BEGAN
John A. Barker & Associates, a Professional Law Corporation, is incorporated in the
State of California, with its administrative office in Madera, California.
In February 2004 Richard A. Ciummo took over the Corporation.
We have been providing quality, cost-effective contract public defender services
since 1988. What began in Madera County as a one-office firm with a staff of five
has expanded to 12 offices in 8 counties.
Our offices include all facets of indigent defense. We provide representation in
felony, misdemeanor, juvenile matters, dependencies, family support and conservator
ship cases. Our contracts include all investigation and defense in homicide cases.
Additionally, we have the ability to provide defense in capital cases with a team of
death penalty qualified attorneys.
COUNTIES
MADERA COUNTY
From 1988 to 2007, we were the primary public defender for Madera County. In
1994, we restructured our organization and, commencing with a 4 year contract,
began providing Madera County with five (5) levels of indigent defense services. In
March 1997, we, on our own initiative and at our own expense, reorganized and was
able to provide Madera with a sixth (6th) level of indigent defense service. In
Madera County (population 144,396) our annual caseload is approximately 7,600 to
8,000 cases.
FRESNO COUNTY
We began providing first level conflict defense services for Fresno County in 1992.
Our contract was subsequently extended in 1995, by mutual agreement, for an
additional 2-year term. In 1997, we were awarded a new 3-year contract (with a
2-year option to extend) to provide seven levels of conflict defense services. In
Fresno County (population 899,514), our annual caseload is approximately 6,200
cases of which the vast majority are adult felonies. We also provide juvenile
dependency services in Fresno County pursuant to a contract with the Fresno County
Superior Court.
AMADOR COUNTY
In 1994, we were awarded a contract with Amador County to provide primary public
defender services. In March 1995, the firm's contract was extended indefinitely by
the Board of Supervisors, subject only to reciprocal, noticed termination. In Amador
County (population 38,133), our annual caseload is approximately 900 to 1,000 cases.
PLACER COUNTY
In July of 2006 we began providing public defender services for Placer County. This
is a very new operation and we are proud to be providing legal services to Placer
County (population 316,505),
CALAVERAS COUNTY
November 1, 2001 we became the primary public defender for Calaveras County
(population 45,936). In Calaveras County our annual caseload is approximately
1,100 cases.
SONOMA COUNTY
On July 1, 2003, we began providing service in juvenile dependency matters in
Sonoma County (population 479,929). These services are pursuant to a contract with
the Sonoma County Superior Court.
MODOC COUNTY
The firm was awarded contract with Modoc County , effective March 1 , 1999 , to
provide public defender services (population 9,836) The contract has since been
extended up to the present date.
